Decarlos Brown Jr., 30, is facing charges in connection with the death of Ukrainian refugee Iryna Zarutska, who was attacked on a light rail train in Charlotte, North Carolina, in August 2025. Zarutska had fled the war in Ukraine seeking safety and had recently begun building a new life in the U.S., aspiring to work as a veterinary assistant.
Authorities report that Brown is charged with first-degree murder as well as federal charges related to committing a violent act on a public transportation system. If convicted, he could face life imprisonment or the death penalty.
Zarutska’s family described her as “gifted and passionate,” expressing deep sorrow over her loss. The U.S. Attorney’s Office for the Western District of North Carolina detailed the events, confirming that surveillance footage shows Brown allegedly attacking Zarutska and then leaving the scene. Responding officers later located him on the platform.

Earlier in 2025, Brown reportedly called 911 claiming his brain was being controlled. Instead of receiving medical treatment, he was charged with misuse of the emergency system and released on bail.
